Putin Calls for Russia to Lead Global AI Development and Application

MOSCOW – Russian President Vladimir Putin has set an ambitious goal for Russia to become a global leader in the development and application of artificial intelligence (AI) across all sectors of life. Speaking at the international AI Journey 2024 conference held at Sberbank’s headquarters in Moscow, Putin emphasized the importance of AI in shaping Russia’s future and advancing its national development.

AI as a Strategic Priority

“Russia must not only lead in the creation of AI but also in its application and penetration into all aspects of our lives without exception,” Putin declared during the plenary session. He highlighted that AI technologies are essential for achieving Russia’s national goals, strengthening defense capabilities, and fostering innovation in public administration, the economy, and society.

“AI technologies are designed to become the most important resource for achieving national development goals,” Putin said, underlining their critical role in maintaining Russia’s competitiveness on the global stage.

Domestic Innovation Amid Sanctions

Putin acknowledged that the economic sanctions imposed on Russia have posed challenges but noted that they have also spurred domestic companies to innovate and develop new solutions. “The restrictions imposed on the Russian economy encourage our companies to find new solutions, and they are succeeding,” he remarked.

BRICS Collaboration on AI

The Russian president announced a significant initiative to strengthen AI cooperation among BRICS nations—Brazil, Russia, India, China, and South Africa. He revealed the establishment of an international organization within BRICS to foster collaboration in AI development.

“I am confident that this collaboration will receive a significant boost through the participation of national associations and development institutions within BRICS countries and other interested states,” Putin said. This effort aims to position BRICS countries as leaders in the global AI landscape.

Inclusive and Culturally Sensitive AI Models

Putin emphasized the importance of developing AI models that respect cultural and national identities. He called for generative AI algorithms to be designed with consideration for the unique histories, traditions, and cultural characteristics of each civilization. “We approach this issue with deep respect in Russia,” he noted.

A Vision for Global AI Cooperation

While prioritizing Russia’s leadership in AI, Putin also expressed a willingness to collaborate with international partners. “To determine Russia’s future and destiny, we must develop such technologies ourselves, but of course, in partnership with those who wish to work with us,” he stated.

Putin reaffirmed Russia’s commitment to supporting other countries in their AI development efforts and expressed hope that Russia could also benefit from the advancements of its partners. “Russia will continue to provide assistance to other countries in AI and looks forward to leveraging the achievements of partner nations,” he concluded.
